About the team

RSSB’s Risk and Safety Intelligences (RSI) Department manages and analyses health and safety data and undertakes risk assessments and risk modelling for the GB railway. Our products and services are used across the sector to inform decisions that affect the safety and health of rail workers, passengers and the wider public. We develop guidance and tools and support their use so that rail operators can manage risk effectively and efficiently. We work closely with our members and other stakeholders to support risk and evidence-based decisions and to deliver the industry strategy Leading Health and Safety on Britain’s Railway. Our team of safety engineers and data scientists ensures RSSB’s reputation as a centre of excellence in risk management, analysis and data-driven insights.

 

The role

The Principal Risk and Safety Intelligence Analyst will be responsible for delivering key elements of RSSB’s Risk and Safety Intelligence Work Programme. Leading a small team, you will ensure the value, relevance and quality of outputs, and will work with member companies to embed the use of RSSB products and services that support risk and evidence-based decisions. Through this you will support delivery of the industry strategy, Leading Health and Safety on Britain’s Railway, and strengthen RSSB’s position as a centre of excellence in risk management, analysis and data-driven insights.

Responsibilities

  • Undertake industry health and safety assurance activities, including identifying hazards, evaluating risk, facilitating workshops and advising decision makers.
  • Plan, lead and carry out complex risk assessment, analysis and research such as:
    • Assessing the impact on whole-system risk and providing specialist advice to support decisions on changes to standards.
    • Providing strategic direction for the development of RSSB’s Safety Risk Model, leading updates and enhancements and helping our members get value from it.
    • Developing and embedding new tools that address key risk issues and improve health and safety management in GB rail.
    • Identifying good risk management practice and promoting it through guidance, training and engagement.
    • Acting as technical lead for health and safety-related industry research projects.
    • Providing technical support and risk expertise to the GB rail industry strategy Leading Health and Safety on Britain’s Railways (LHSBR) and the groups that oversee its delivery.
  • Provide expertise and consultancy support on risk management and analysis to RSSB members and other stakeholders. This includes identifying and cultivating commercial opportunities for external clients and delivering solutions that meet their needs.
  • Build and manage effective relationships within RSSB, across its membership and in relevant national and international industry, stakeholder, regulatory and academic bodies. Maintain your and the team’s position as centres of excellence for risk management and ensure RSSB’s risk management capability, products and services are well known and well used.
  • Lead, manage and motivate a small team of analysts. Guide and mentor colleagues to support their development. Provide technical leadership and matrix-management to cross-functional project teams.
  • As a member of the Department’s Leadership Team, identify and lead on opportunities to improve its performance, capability, products and services. For example, develop and enhance the processes, guidance, tools and techniques that are needed to meet industry needs and support, challenge and extend decision making.

Qualifications

Essential:

  • A recognised expert in health and safety risk management and risk-based decision making.
  • A degree in mathematics, science, engineering or related discipline or equivalent experience.
  • An effective risk professional’s toolset and experience of applying this to address real issues, identify solutions and help to embed them.
  • Extensive experience of quantified risk analysis, with numeracy and attention to detail. A proven ability to analyse data and build models using software packages and programming languages.
  • Substantial experience of technical leadership and delivery of complex projects.
  • An inquisitive mind with experience of applying analytical thinking and problem-solving with an ability to quickly understand complex information.
  • A focus on delivering value and a positive experience to your customers, and a commitment to continuous improvement.
  • Autonomous and proactive, self-motivated and be able to act on own initiative.
  • Able to plan and manage own workload and that of direct reports and project teams to meet deadlines.
  • Ability to lead, motivate and develop others.
  • Effective interpersonal, communication and influencing skills, including the ability to:
    • Communicate technical information in an engaging way to different audiences including senior management and senior stakeholders.
    • Build and maintain relationships with a diverse range of our internal and external customers and members.

Desirable:

  • An understanding of health and safety risk and practical experience of risk management in the current GB rail context.
  • Experience of using standard Microsoft packages including Excel, MS Power BI, PostgreSQL and Python.
  • Knowledge of relevant legislation and standards.
  • Familiarity with RSSB’s Safety Risk Model and its application.
